Eighteen months had passed since the death of Jack’s wife, Teri. No longer at CTU and estranged from daughter Kim, Jack refused requests from CTU to return to work.
However, after receiving a phone call from President David Palmer, Jack agrees to go back to CTU to listen to the situation. Upon hearing details about the bomb threat on Los Angeles, Jack immediately calls Kim in an attempt to persuade her to leave the city with him. However, not knowing the real reasons behind Jack’s request, she refuses to do so. Jack tries calling her again but gets her voicemail, on which he leaves a message telling her to go to her Aunt Carol’s.
Jack decides to accept the assignment on the condition that CTU protect Kim. Jack asks that a witness named Marshall Goren, a man set to testify against a man connected with the suspected terrorist group, is brought in. Jack refuses to reveal to George Mason the reasons behind bringing the man in, but Mason arranges it despite heat from the FBI. Upon the witness’ arrival at CTU Jack reads out Goren’s criminal charges to which Goren declares that he doesn’t need to hear it as he has already made his deal - testifying against Joseph Wald in exchange for his release. Jack pulls out his gun and shoots Goren in the chest from close range. He requests a hacksaw in order to sever his head, for which he will later deliver to Eddie Grant whilst working undercover in order to gain his trust.
A great way to illustrate the fact that Jack is well and truly back.
Jack Bauer: You are Marshall Goren?
Marshall Goren: Yeah.
Jack Bauer: Eight counts: kidnapping a minor, two counts: child pornography…first degree murder
Marshall Goren: Yeah, uh-huh, hey look I already made my deal. I don’t need to hear this noise. All I gotta to do is testify against Wald…and I walk.
(Jack pulls out his gun and shoots Goren in the chest)
George Mason: Oh, God, Jack! What are you thinking?
Jack Bauer: Get a helicopter and a backup team ready to leave here in 15 minutes
George Mason: Are you out of your mind?
Jack Bauer: You wanna find this bomb? This is what it's going to take!
George Mason: Killing a witness?
Jack Bauer: That's the problem with people like you, George. You want results but you never wanna get your hands dirty. I’d start rolling up your sleeves! ... I’m gonna need a hacksaw.
