Having taken Michelle Dessler hostage, terrorist Stephen Saunders offers to return her unharmed in exchange for his daughter, Jane, of whom CTU were holding. Tony manages to re-negotiate the meeting place to the 6th Street Bridge where he can have CTU in place to move in on Saunders.
With Tony and the hidden CTU team waiting at the location, three vehicles arrive on the scene. Saunders speaks to Michelle over the phone, telling her that his preference is to turn her over unharmed, but will kill her if anything goes wrong.
Michelle is led out of the car by one of Saunder’s men, holding her at gunpoint.
The on-looking Tony receives a call from Saunders, telling him that Michelle will be handed over when he sees his daughter. Tony persuades the reluctant Jane to slowly make her way towards Michelle, as Michelle moves closer.
The two eventually pass eachother, at which time Tony tells Jack to get his people to move in. Jack declines as he hasn’t had a visual on Stephen Saunders.
Michelle reaches Tony as Jane continues to walk towards Saunders’ men, before declaring she can’t do it and begins to run back towards Tony.
This prompts Stephen Saunders to show himself, shouting and pleading with Jane to come to him. Seeing Saunders gives Jack the green light to order his team to move in, which they do.
CTU and Saunders’ men exchange gunshots as Stephen Saunders makes a run for it, pursued by Jack.
A helicopter appears at Saunders aid, and he runs towards it as it prepares to makes a landing. Jack takes cover from the helicopter’s gunfire, and orders air support. Two F-18s in the area are summoned and soon appear on the scene, one of which fires a missile at the helicopter.
The helicopter explodes, knocking the approaching Saunders to the floor. Michelle and Jane are safe in the hands of CTU, as Michelle and Tony re-unite.
With CTU having taken out all of Saunders' men and his escape route, Jack points his gun at Saunders and asks where the vials containing the virus are. Saunders is unwilling to co-operate unless he is given what he wants. Jack is forced to take him into custody, bringing an end to the episode.
